I read a lot of reviews before decided to buy Eye-fi memory card because I wanted to be sure the card works without internet access or access to Eye-fi cloud.
The card has "infrastructure mode" in which your card makes connection to your existing wifi network and downloads your pictures automatically to your pc. Or you can download the pictures also to Eye-fi's cloud. But what I was looking for was certainty that I could use infrastructure mode without needing access to Eye-fi. It seemed the infrastructure mode was what I was looking for.
After I bought the card it turned out the card still needs access to Eye-fi even if you don't use the cloud to store the pictures. The card needs to find the location of your pc (the IP address inside your home network ) and it acquires that by first connecting to Eye-fi's cloud. Your pc is also connected to same cloud (with same card key) and your card can then get your pc's internal IP.

I'm not quite sure about the explanation because there's something about WPS(wifi) keys and your card already has wifi keys before you connect to wifi...
But there you have it, you need the internet connection...
But...your card already has now your pc's IP after you have made the first connection. What if you now turn off your internet access? It can't connect to Eye-fi cloud but if you have static IP address for your PC, the card can connect using IP acquired earlier!
Tested! It works!
You just have to make sure your pc has static IP and make the first connection to Eye-fi cloud. After that the cloud connection is not needed. You can also give your Eye-fi card static IP and block it's outside internet access.
